Users with Quote Preparer rights can now change the sales rep on an existing quote (if it is a sales rep they have rights to prepare quotes for) to any other sales rep they have the rights to create quotes for.

Quote Preparer feature. Now you can specify which users can create/prepare quotes on your behalf. These preparers can be specified on the Documents tab under the Utilities|User Maintenance menu.
