Question:
How do I create a layout in which the products with pictures display differently than the products which do not?

Solution:
You will need to create two detail sections, one for displaying the items with pictures and one without pictures. Each one of these detail sections needs to have a filter set so that only the items fitting that detail section's design are displayed accordingly.

Filter for Detail Section with Pictures:
.IF.DocumentItems->&LineAttributePrintPicture

Filter for Detail Section without Pictures:
.IF..NOT.DocumentItems->&LineAttributePrintPicture
